Fill the grommet holes with clear silicone and then screw the plastic panel back on using stainless steel screws. The silicone will dry around the screw thread and seal the hole so that water will find it difficult to enter. The screws can easily be removed again - and this is what I do every time ...

'inner seal ' ? there is no inner seal , its a one piece extrusion , if this has come out as the picture, its either been added, or has split away from the seal , in which case you will need new....
